Telehealth Adoption: Peeling the Policy Onion

The healthcare industry has reached a critical nexus point in the remote delivery of clinical services: the technological capability for virtual care is becoming more cost-effective while the focus on access to quality care, is continually increasing, particularly in rural areas. Telehealth services will serve as an increasingly popular avenue for patients to receive care. However, for it to become widely adopted and leveraged successfully to improve overall population health, there must be a robust policy infrastructure that reduces barriers, standardizes practice, and increases overall access to care put in place.

Today the provider community has to navigate a myriad of rules and regulations governing who, what, and where they can provide telehealth services among their patient populations. In the Medicaid program particularly, rules around reimbursement for services are often vague or inconsistent. Providers find it increasingly difficult to separate fact from fiction and often choose to disengage. A rational, consistent reimbursement structure is a critical component to advancing telehealth adoption. Additional policy levers should be considered as a part of the framework for an overall successful telehealth strategy, including: availability of specialty care, scope of practice, fraud/waste/abuse prevention, and quality of care considerations, among others.

This session will focus on key policy drivers that can increase telehealth adoption among providers, particularly among those serving Medicaid members, highlight best practices from across states, and raise issues for pol-icymakers to consider in developing infrastructure to support a truly robust and standardized telehealth system of care.
